There are many different ways to go about such a task, which approaches are
most appropriate will depend entirely on the constraints you have.  You
don't really say anything about how you intend the terrain geometry to be
controlled which is the single most important factor in deciding what
approach to use.  Given this there isn't much we can say specifically.
