Hi Montgomery
install graphviz to generate doxygen images 
I don't remember there are special stuff to generate osg doc... Maybe you're overthinking it:
try install graphviz and rerun:
doxygen doc/Doxyfiles/all_Doxyfile
I see doxygen is now invoked through cmake (I never use this feature), perhaps calling doxygen directly could help you diagnose
