Which version of the OSG are you seeing issues with?  Later versions
should be more up to date w.r.t Doxygen.

With the OpenSceneGraph-3.6 branch I just ran:

   make doc_openscenegraph

And it worked without warnings or errors.  My doxygen version is:

$ doxygen -v
1.8.11
