There are no stupid questions, but would the first part of the question 
not better be placed in your favourite search engine?
Generally spoken, they are for roughly describe the extents of a more 
complicated set (e.g. a set of vertices). On possible use is to check if 
something is in the viewing frustum without checking each vertex of it, 
but to decompose the scene into a hierarchy of bounding volumes. This 
can also be used for collision detection etc.
